COPPA, an act passed by the Federal Trade Commission, becomes effective on April 21, 2000. In case you're not familiar with COPPA, it requires that certain websites obtain parental consent before collecting, using or disclosing personal information (full name, home address email address, telephone number, etc.) from children under 13. Two types of websites must comply with this act: commercial websites directed at children under 13 and general audience websites that collect personal information from children under 13. |

The Cartoon Factory Animation Art Gallery and its networks fall into the second category of websites. Therefore, The Cartoon Factory sites are making the following changes as of April 21: 1) We will not allow registration for any new user under the age of 13. The Cartoon Factory Animation Art Gallery values all of our visitors greatly, but we also respect the laws and regulations that guard their privacy.
